Resolution 03-153 approved the original interlocal agreement between co-permittees as required under the Clean Water Act. Resolution 12-1007 approved the second interlocal agreement with the County which is set to expire on September 30, 2017. On May 1, 2017, the County hosted an NPDES Co-Permittee Group Meeting to discuss surface water monitoring, permit annual reports, and the interlocal agreement renewal. In this new agreement, the County will continue to perform tasks similar to those performed in previous years. However, changes by the County in the scope and approach for these services resulted in a reduction of approximately $6,840 of the Town's annual shared fees as compared to the previous agreement. The annual fee under the new agreement is estimated not to exceed $16,545.

Additional requirements requested from the Department of Environmental Protection (DEP) are not part of this agreement and will be presented to the Town Council at a later date. These requirements, when implemented, may result in additional expenses to the Town.

The items included in this agreement are Water Monitoring and Impaired Waters Rule Monitoring and Analyses. The agreement will be for a five-year term effective October 1, 2017-September 30, 2022.
