Subject:Authorization to Issue Work Order No. 2 for Design of Canal Bank Stabilization Phase II under Contract 2015-72

Recommendation:
It is recommended that the Town Council authorize the Town Manager to issue a work order in an amount not to exceed $135,000 to A.D.A. Engineering, Inc. This amount includes the cost of design, permitting, and construction administration for the second phase of the Canal Bank Stabilization Project and a ten percent (10%) contingency amount for unforeseen circumstances. This award in contingent upon receiving funding in the total amount of $1 million from the State Legislature.
Background:
The Town has identified the Canal Bank Stabilization Project (“Project”), for the Golden Glades (NW 170th Street) and Peters Pike (NW 77th Court) canals, as a critical endeavor to maintain a safe and effective canal system, reduce the amount of debris and vegetation entering the canals, and improve the flow of stormwater through the SFWMD C-8 primary canal system and the Town's interconnecting lakes. The Project boundary comprises the Golden Glades canal along the northern border of the Town (NW 170th Street) from NW 87nd Avenue to approximately 79th Avenue. The canal modifications and stabilization are proposed to occur on the south side of the canal bank.

Erosion along the canal bank is widespread and affects adjacent private properties and nearby roadways. The erosion compromises the structural integrity of all of these facilities and can pose a danger to the public if slope failure occurs. The most critical area was along NW 77th Court, which was addressed in the recently completed Phase I of this Project.

The Town is expecting to receive an additional $1 million through the 2017 legislative appropriations process to design and construct Phase II. The FDEP will notify award recipients in July 2017, regarding the proposal package, workplan and execution of agreement.No additional funds are sought at this time for Phase II.

The Town issued Request for Qualifications (“RFQ”) No. 2015-72 Design Services for Canal Bank Stabilization Project on September 18, 2015 to procure a qualified engineering firm to design a solution for the erosion problem along the canal. An Evaluation Committee (“Committee”) was appointed and charged with evaluating the proposals received pursuant to the RFQ. The Committee determined that A.D.A. Engineering, Inc. (“ADA”) was the most qualified firm and recommended the award of a contract to ADA for Design Services for the Canal Bank Stabilization Project, which was approved by the Town Council on December 16, 2015. Under the contract (Contract 2015-72), Work on additional phases is to be issued by Work Orders. Work Order No. 1 for the Design of Phase I was awarded at the same time as the contract. As we move forward to begin Work on Phase II, we are requesting authorization to issue Work Order No. 2 for Design of Phase II.

For these reasons, it is recommended that the Town Council authorize the Town Manager to issue Work Order No. 2 to A.D.A. Engineering, Inc. pursuant to Contract No. 2015-72, in an amount not to exceed $135,000.00 for the Design of Phase II of the Project. Additional phases will be authorized on a Work Order basis and will be subject to Town Council approval, when funding is available.
