Subject:Work Order for design of Complete Streets Implementation in Business Park East (NW 60th Avenue) and Main Street East (NW151/153 Street)

Recommendation:
It is recommended that the Town Council authorize the issuance of the attached work order issued under our Continuing Engineering Services contract, 2012-04ME, in an amount of $235,000, which includes a 10% contingency, for the design of bicycle and pedestrian improvements partially funded by FDOT transportation alternatives program (TAP); and, authorize the corresponding budget revision in the amount of $50,000 fromthe Capital Projects Fund, Transportation as described below and summarized in Exhibit A.
Background:
On November 3rd, 2015, the Town Council approved the Town's 2015-2025 Strategic Plan, authorizing the Town Manager to take all actions necessary to implement the policies and goals under the plan. The number one priority goal of the plan is to enhance mobility within the Town. In order to address this goal, the Town staff, in coordination with regional stakeholders, transportation experts, the Town Council and the community developed a list of key transportation initiatives to address mobility issues in Miami Lakes. One of the transportation initiatives in the strategic plan is the completion of sidewalk and bicycle improvements, where feasible, in the east business park area which includes NW 151/153rd Avenue, or Main Street East, and NW 60th Avenue.

In 2013, the Town was awarded $1M in grant funds for construction of bicycle and pedestrian improvements to commence in Fiscal Year 2018.

The Town requested work order proposals under its existing Continuing Engineering Services contract for the survey, design and post-design services to include bicycle lanes, sidewalk and crosswalk improvement, as allowed by the street section for NW 151/153rd Ave and NW 60th Ave and in compliance with the Town's Complete Streets Policy. The work order is for $213,602 plus a contingency of $21,398 for a total of $235,000. The intent is to perform the design of the streets comprehensively even though construction may be phased depending on the need for additional construction funding beyond the $1M grant award.

The grant requires a match from the Town in the amount of $400,000. Bothacceptance of the grant and expenditure of matching funds was authorized byResolution 13-1105.The current FY17 budget allocation for the design of this project is $50,000. The work anticipated to be completed by the design professional pursuant to this work order award by this fiscal year end may include up through planning, assessment, survey and up to 30% of project design for an amount of approximately $100,000. The attached Resolution authorizes a budget transfer in the amount of $50,000 from within the Transportation sub fund of the Capital Projects Fund. The remaining $300,000 match will be programmed in FY18 and FY19.
