Subject:Award of a Contract for Roof Replacement for MCCC, ITB No. 2017-20R

Recommendation:
It is recommended that the Town Council authorize the Town Manager to award a contract in the amount of $65,000.00 to Z Roofing & Waterproofing, Inc. (“Z Roofing”) based on the contractor being the lowest responsive and responsible bidder for ITB 2017-20R. The contract amount includes Z Roofing's Bid amount of $58,900.00 and a contingency amount of $6,100.00 (approximately 10%) to cover unforeseen conditions. Funding is provided in the FY 16-17 Capital Budget.
Background:
As part of the Town's 2015-2025 Strategic Plan, the Town aspired to achieve universal environmental sustainability in public and private environments. Town staff has adopted an initiative to improve the efficiency and ecology of Town facilities to accomplish more sustainable infrastructure. Several improvements planned for the Mary Collins Community Center (“MCCC”) are aimed at advancing our goal of becoming a more environmentally sustainable Town.

For this Fiscal Year, the Town budgeted monies from the Capital Projects Fund for three planned improvements for the MCCC: the roof replacement ($50,000), A/C unit replacement ($30,000), and impact windows and doors improvement ($75,000) projects. Town staff has already successfully awarded a contract for the A/C unit replacement project at a contract value of approximately $15,000, which was half the amount budgeted for this project. Therefore, although the proposed contract amount for the roof is $65,000.00, this overage is off-set by the lower contract amount for the MCCC A/C units.

The MCCC was built in 1996, more than twenty years ago, and much of the original building has remained unaltered. The Town took ownership of the MCCC in 2011 and conducted one major renovation to the building in 2012. Since then, the roof on the MCCC has reached its life expectancy and begun to deteriorate. In the last two years, the roof has developed leaks that threaten damage to the steel joints within the structure of the building. If this contract is awarded, work on the new roof should be completed by June 2017.

On February 3, 2017, the Town issued Invitation to Bid (“ITB”) 2017-20 for Replacement Roof for Mary Collins Community Center. The solicitation was advertised for twenty one days before bid opening. At bid opening, the Town received two bids; however, both were disqualified in Procurement's subsequent review and deem non-responsive, neither bidder protested Procurement's determination.

The Town re-issued the solicitation to attract more vendors. The re-advertised solicitation was revised to simplify bid submission and Procurement notified twenty six (26) vendors that provide roofing services within the area to spread awareness of the solicitation.

The Town issued its second solicitation, ITB 2017-20R for Replacement Roof for Mary Collins Community Center on March 27, 2017, and held the bid opening on April 10, 2017.

Prospective Bidders were required to possess a minimum of five (5) years of experience performing roofing construction projects under the same business name; have completed at least five (5) roofing replacement projects of similar scope and value performed within the last three (3) years; possess a valid Florida Certified Roofing Contractor license and/or Florida Registered Roofing Contractor license; and be certified by the manufacturer to install the specified roofing system.

By April 10, 2017, we received four (4) bids from the following bidders:

Z Roofing & Waterproofing, Inc. - $58,900

FullCover Roofing Systems, Inc. - $70,000

Cunano Builders Corporation - $74,250

Hartzell Construction - $86,125

In its due diligence review, Procurement reviewed Z Roofing's submittal and determined the bidder had met all the requirements specified within the solicitation. Z Roofing's submittal was complete, with all the necessary supporting documentation. Furthermore, Z Roofing met the minimum qualifications required for this project and did not have any complaints lodged against the qualifier's license. Procurement also reached out to several of Z Roofing's references and found no significant issues had come up in their past performance.

Based on our review of the bid submittals we have determined that Z Roofing is the lowest responsive and responsible bidder and their bid prices are fair and reasonable. As such, it is recommended that the Town Council authorize the Town Manager to award a contract in the amount of $65,000.00 to Z Roofing & Waterproofing, Inc.
