Memorandum

To:Honorable Mayor and Town Councilmembers
From:Alex Rey, Town Manager
Subject:Request to reactivate traffic light at NW 79 Avenue and Miami Lakes Drive
Date:2/7/2017

Recommendation:
Approve therequest thatthe County reactivate the traffic light at NW 79 Avenue and Miami Lakes Drive.
Background:
In an effort to improve traffic on NW 154 Street during morning peak traffic hours and school pick up times at Bob Graham Education Center,Town staff requested several months ago that the left turn traffic light at 79th Avenue and Miami Lakes Drive facing the entrance/exit of the Kislak building on NW 79th Avenuefacing southbound be de-activated by the County. The main purpose of the request was to prevent traffic from crossing at this intersection, mainly during the morning peak hours when traffic was cutting through the Kislack parking lot to get to 79th Avenue. Preventing this movement at this intersection would allow a smoother east-west flow of traffic on Miami Lakes Drive in the mornings.

After the light was de-activated, the Town was contacted by the Kislak Organization. They raised the concern that their tenants were affected by the change and that it prevents access to the west when exiting the area. The Town evaluated the issue and realized that nearly the same benefit could be attained if the light was re-activated as long as the Kislak parking lot remains gated during the morning peak hours (7am to 8:30am).

The Kislak Organization has installed the gates in the parking lot and the gates have remained closed between 7am and 8:30 am as agreed. The Town is now requesting that the County re-activate the light as it was originally. For the County to proceed, they have requested a resolution approving the reactivation of the light.
