Subject:South Florida Water Management District (SFWMD) Cooperative Funding Program (CFP) Grant Agreement for the Miami Lakes Lake Sarah Drainage Improvements Project

Recommendation:

It is recommended that the Town Council authorize the Town Manager to execute a Grant Agreement between the Town of Miami Lakes and the South Florida Water Management District (SFWMD) in the amount of $125,000 for the Miami Lakes Lake Sarah Drainage Improvements Project. Match funds are budgeted in the Capital Projects Fund.

Background:

The South Florida Water Management District (SFWMD) has allocated funding in Fiscal Year 2017 to local governments and other entities for construction and implementation of Stormwater Management, Alternative Water Supply, and Water Conservation projects through the Cooperative Funding Program (CFP).

The Miami Lakes Lake Sarah Drainage Improvements Project is identified in the Town's Stormwater Master Plan and supports the Town's 2025 Strategic Plan goal to improve efficiency and ecology of Stormwater infrastructure. The Cooperative Funding Program (CFP) grant aligns with this specific Project as a priority in the Town's Capital Improvement Program (CIP).

The Town applied for SFWMD grant funds in the amount of $125,000 for the Miami Lakes Lake Sarah Drainage Improvements Project. The Project is located between Miami Lakeway South, Gratigny Parkway (SR 924), Palmetto Expressway (SR826) and NW 67th Avenue, within the southeast residential area of the Town.

The total estimated Project cost is approximately $2 million over three phases. Phases I and II are budgeted and expected to be completed in 2017 (approximately $1.3m). Phase III will be budgeted and completed in 2018 (approximately $620,000). We are planning on requesting $300,000 in State assistance for the completion of Phase III in the upcoming legislative session.
