Subject:Government Center Emergency Generator Purchase

Recommendation:

It is recommended that the Town Council authorize the purchase of an emergency back-up generator for Government Center to Pantropic Power, Inc., the local authorized Caterpillar dealer in an amount not to exceed $109,000 plus a 10% contingency for a total value of $119,900. This expenditure is included in the Capital Projects Fund for the current fiscal year.

Background:

In recent years, the Town rented a standby generator for back-up power to Government Center. To provide a more long term and reliable solution, the Town contracted a mechanical engineer to develop specifications for a diesel generator that would meet our needs.

ITB ("Invitation To Bid")2016-09 Furnish& Install Emergency Generator for Government Centerwas issued on February 17, 2016. The ITB yielded a single bid response in the amount of $163,500.

Procurement researched alternative purchasing optionsfor the specified unit. The generator is available at a 37 percent discount through a National Joint Powers Alliance (“NJPA”) contract with Caterpillar. As a member of NJPA, the Town can purchase from various contracts for commodities and services which have been competitively bid for the use of public entities. In accordance with Section 7 of the Town's Procurement Ordinance, purchasing the unit through the NJPA Contract No. 080613-CAT allows the Town to take advantage of discount rates and an exclusive free four year extended warranty offer. The generator will be covered under warranty for a total of five years. The national Caterpillar government account representative reviewed the quotation provided by Pantropic and verified that the generator price meets the minimum discount on the contract.

The local Caterpillar authorized dealer is Pantropic Power, Inc. (“Pantropic”), who will handle the purchase andservice coverage for the unit. Pantropic will provide training on how to operate the unit and load bank testing. Ten second minimum upload time and emergency shut-off push button is included as required. Pantropic will coordinate delivery. On-site off loading and installation will be coordinated by the Town. The attached quotation includes a custom fabricated sound attenuated weather protective aluminum enclosure in order to meet Florida Building Code standards and for sound reduction purposes. Staff has identified a value engineered approach to this project where a generator room would be constructed in lieu of the enclosure. In the event the Engineer can design the generator room to meet Building and Code requirements, staff will value engineer the project reducing the cost of the generator by $45,000. A recommendation for award for the generator room construction, if financially beneficial, will be presented to Council in the coming months.
