Subject:Authorization to Execute Change Order to H&R Paving, Inc. for ITB No. 2018-38 Miami Lakeway South Resurfacing Project

Recommendation:

It is recommended that the Town Council authorize the Town Manager to execute a change order to Contract 2018-38 with H&R Paving, Inc. (“H&R”) for the Miami Lakeway South Resurfacing Project in an amount not to exceed $57,000. Funds for this change order will be taken from the Capital Project Fund under Transportation Improvement Contingency.

Background:

On October 2, 2018, the Town Council awarded a contract to H&R for the Miami Lakeway South Resurfacing project which included the area from NW 67th Ave to Lake Candlewood Court (“Phase I”). The work consists of milling and resurfacing, pavement markings, and other roadway improvements.

The roadway portion of Miami Lakeway South from Lake Candlewood to Miami Lakes Drive (“Phase II”) needs repairs. Since H&R will be mobilizing and resurfacing the area immediately adjacent to the project area for Phase II, Town staff reached out to H&R and requested a proposal for milling and resurfacing up to Miami Lakes Drive. H&R's proposal for Phase II was priced at $80,059.14. The additional work consists of the same elements as Phase I except for the portion of Miami Lakeway South between Lake Candlewood Court and Miami Lakes Drive.

Staff has reviewed and agrees that the proposal is in the best interest of the Town as it saves the Town the administrative costs and time associated with rebidding the work and saves on mobilization fees due to the contractor already being on site. The proposed change order cost will be offset by a scope reduction in Phase I which removes all work in the side streets abutting Miami Lakeway South. The Town has another project that will be proceeding simultaneously, the Safe Routes to School Miami Lakes Elementary School Project (“SRTS Project”), that will be constructing new crosswalk pavers along this corridor at each side street. Town staff decided to reduce the scope of this project to prevent conflicts with the SRTS Project, that will likely be proceeding in tandem with this project. The reduction in scope will offset the amount of the additional work by approximately $23,000.

H&R is already mobilized to the project site and Town staff finds it in the best interest of the Town to execute the additional work with H&R. This will expedite the road repairs and avoid having construction equipment mobilize again at a future date.
