Recommendation:

It is recommended that the Town Council approve the public art concept as created by artist Rafael Consuegra and recommended by the Professional Advisory Committee and authorize the Town Manager to enter into an agreement with Rafael Consuegra for the design and construction of the artwork in an amount not to exceed $21,200.Funds are included in the Capital Budget.


Background:

In summer 2017, the Town began the process of developing a concept for outdoor public art at the new Optimist Park Clubhouse. The artwork will comply with Miami-Dade County's Art in Public Places Ordinance No. 94-12 that requires 1.5% of construction costs of new government buildings to be set aside for public art.

To begin the process, the Town worked with the County's Cultural Affairs Department to issue a Call to Artist seeking the qualifications of local artists in the Miami-Dade County area. In following the recommendation of the County's Cultural Affairs Department, a Professional Advisory Committee (PAC), comprised of local professional artists, was created to review applications and select the artwork and provide their recommendation. A Call to Artist was issued on July 12, 2017 and twenty-six (26) submittals were received. The PAC, comprised of local artists Lorna Balsamo and Hope Reynolds, reviewed the submittals and shortlisted five (5) artists to produce a conceptual rendering of the artwork for the Optimist park Clubhouse. The artists selected were: StereoTank (Marcelo Ertorteguy and Sara Valente), Rafael Consuegra, Stephanie Jaffe, Geoffrey Smith, and Cecilia Lueza.

Of the five (5) selected artists, three (3) were moved to a final round to present their proposals to the PAC and answer questions to check the flexibility of their concept to better meet the RFP's expectations. Based on their review of the proposals and conceptual renderings, the PAC selected Mr. Rafael Consuegra. Mr. Consuegra presented a Sculpture which is a representation of the American Baseball Player but also with an added creative twist. His sculpture will include wings, which is aimed at playing on the sense of freedom with flight. This additional touch intends to transcend more than just the baseball player seen at face value. The sculpture measures approximately 8' H x 4' W x 4' D and will be welded to two Stainless steel bases that will be screwed and reinforced to the concrete ground. With this piece Mr. Consuegra is depicting the human body while in the action of play, with lines and parts making up the frame to be a display of the muscles in the human body stretching and tensing up. With this artwork the artist is also honoring one of the best players in Baseball history, Cuban American Minnie Minoso (November 29, 1925 – March 1, 2015) hence the sculpture's name “Minoso”.

The main goal is to create a stopping point where everyone can take a picture and enjoy this area. The sculpture will improve the design of the park while reminding everyone of the importance of sports and play which is what the optimist park aims to do.
