Subject:Authorization to Piggyback Contracts for Security Guard Services at Special Taxing Districts

Recommendation:

It is recommended that the Town Council authorize the Town Manager to piggyback three public contracts for the provision of security guard services for special taxing districts located within the Town: Miami-Dade County Contracts RFP717C and RFP717E with Security Alliance LLC (“Security Alliance”) and Kent Security Services, Inc. (“Kent”) respectively, and a City of Miami Contract No. 295279 with Kent, in accordance with Section 7 of the Town's Procurement Ordinance 17-203 in an amount not to exceed budgeted funds of the respective Special Taxing Districts.

Background:

This fiscal year, Miami-Dade County (“County”) is in the process of transferring the management of six special taxing districts over to the Town. Four of these special taxing districts (Miami Lakes Loch Lomond, Miami Lakes Section 1, Royal Oaks East, and Royal Oaks Section 1) were organized for the purpose of providing security guard services to the residents living within the district. While the County has contracts in place for these services, the Town is endeavoring to access more cost-effective contracts to present the residents of each district with alternative options for security guard services.

At the May 2018 Regular Town Council Meeting, the Town Council authorized the piggyback of the City of Pembroke Pines Contract PSPW-16-17 with FPI Security Services, Inc. (“FPI”) for these services. Staff anticipated seeking additional piggyback contracts after receiving feedback from the residents of each district. After meeting with the residents, Procurement recommends to piggyback several County contracts for those residents that wished to retain their current guards at the prices offered by the County.

In addition to the County contracts, Kent has a contract with the City of Miami for security guard services with lower rates. Kent is currently providing services at three of the four special taxing districts established for security guard services. Piggybacking the City of Miami contract would allow residents the option of retaining Kent while still lowering their annual fee assessment. The chart below contains the pricing for each of the above stated contracts.

After receiving feedback from the residents of each district, Procurement recommends piggybacking the County Contracts RFP717C and RFP717E, and City of Miami Contract No. 295279 under Section 7 of Ordinance 17-203, as it will satisfy our needs effectively and provide options to residents with respect to maintaining their current guards, service providers, and level of service. Both Security Alliance and Kent have agreed to provide services to the Town in accordance with their respective contracts. The County contracts are valid through November 30, 2019, at which point the County has three options to renew for additional two-year terms. The City of Miami contract is valid through April 21, 2019, which is the contract's final term.

The Town may seek additional contracts to piggyback pending subsequent feedback from the residents within each district. These piggyback contracts will be offered to residents with the ultimate goal of providing residents with options for level of service and pricing that will satisfy their needs while staying within each district's budget.
