This fiscal year, Miami-Dade County (“County”) is in the process of transferring the management of six special taxing districts over to the Town. Two of these special taxing districts (Lake Patricia and Lake Hilda) were organized for the purpose of providing lake maintenance services to the residents living within the district.

Until the Town is able to draft its own RFP for lake maintenance services, Procurement recommends piggybacking the Miami-Dade County (“County”) Contract EPP-RFQ-00459 with Solitude to provide these services for the next fiscal year. Solitude is the current service provider for both districts, and the residents of each district accept Solitude's continued performance. Residents will be able to customize their level of service on the County contract to modify the frequency of treatments, amount of blue dye, stock various fish species in the lake, and other services typically associated with lake maintenance.

After obtaining feedback from the residents, it was decided that both districts want to increase the frequency of treatments during the summer months when algae grows at a faster rate. Each district will receive six (6) additional treatments during those months. The annual price for maintenance at each lake under the County Contract, plus the cost of the additional six treatments, can be found in the table below. Staff anticipates issuing a solicitation for these services within the next fiscal year to obtain new competitive rates for fiscal year 2019-2020.

The Town may seek additional contracts to piggyback pending subsequent feedback from the residents within each district. These piggyback contracts will be offered to residents with the ultimate goal of providing residents with options for level of service and pricing that will satisfy their needs while staying within each district's budget.
