The auditor selection procedure is outlined in Florida Statute § 218.391. Pursuant to F.S., the Town Council appointed an Auditor Selection Committee (“Committee”) via Resolution No. 16-1394 on July 26, 2016. Subsequently, the Committee met to establish minimum qualifications and the evaluation criteria for the solicitation process. The Town issued RFP 2016-46 for Independent Auditing Services on September 14, 2016.
The Committee met on October 18, 2016 to evaluate the five (5) responsible and responsive proposals. The Committee agreed that all of the responsive firms were qualified to perform the services. Based on its review, the Committee ranked the proposals as follows:

The Committee recommendation to award RFP 2016-46 was presented to the Town Council at the November 1, 2016 Council Meeting, agenda item attached for reference. At the Town Council Meeting, a representative from Rodriguez, Trueba & Co. expressed concern about not having received the Local Preference extra points under Section 13, Local Preference, of the Town's Procurement Ordinance 12-142. The Town Manager explained that any Proposer seeking Local Preference shall have the burden of proof to demonstrate that it qualifies for the preference, and that none of the Proposers submitted the form requesting Local Preference.
Staff was directed to notify all the responsible and responsive Proposers that they have an additional 15 days from the date of the Council Meeting to submit the required documentation for consideration by the Town Council.
Rodriguez, Trueba & Co., CPA, PA was the only proposer that submitted a request for Local Preference. Staff has received their paper work and undertaken the exercise of applying the additional points to Rodriguez, Trueba & Co.'s total score. Under Section 13, the maximum amount of points available for this solicitation is 18.4. Factoring in the points for local preference, the revised ranking would be as follows:
